The HRDC has cooperated with Gauhati University in meeting its special needs such as training of nodal teachers from more than 150 colleges for introduction of mandatory Environmental Studies in undergraduate courses, and also for the training of Principals, Senior Teachers and non-Teaching staff of its affiliated colleges in implementing the new Reforms Package of UGC including the Semester System. Earlier Principals and Teachers of the Colleges were trained by the HRDC in filling up of the Self-Study Report and to understand the process of Assessment and Accreditation of the National Assessment and Accreditation Council (NAAC), and hence the process of quality assurance. On behalf of the University, the HRDC organized zonal meetings of Professor Yash Pal Committee for rejuvenation and renovation of Higher Education, UGC Pay Review Committee, Task Force of the Ministry of Human Resource Development on National Council for Higher Education and Research, and Examinations Reforms Seminar of the Association of Indian universities.
The HRDC provides the meeting ground for teachers from Colleges and Universities to share their experiences and views in teaching, learning and framing of courses, question design and paper setting, etc.
The Human Resource Development Centre will help higher education institutions (Colleges and Universities) to train their teachers in such a way that they individually and/or collectively define or redefine excellence in undergraduate and post-graduate education and will assist with the application of these definitions to practice and/or policy. These actions will reinvent the colleges, universities, and the broader system of Higher Education which they are a part. The training of the teachers and more particularly, motivating them to become effective teachers, will transform the institutions, the people they serve, the places in which they live and work, and the broader societies and economies of which they are a part. The HRDC envisages that its programmes will create a situation where the teachers will be intellectually enlightened, morally upright, emotionally balanced, socially committed, patriotic, eco-friendly and accomplished, and sensitive to the demands and the needs of the students in their journey towards information, knowledge and wisdom.
The Human Resource Development Centre, as a non-profit organization under the University Grants Commission serving the public good, plays a unique leadership role in higher education by giving training to teachers of Colleges and Universities and thus supporting the Higher Education Institutions as they pursue the attainment of excellence in undergraduate and post-graduate education. By focusing its expertise on the professional development of teachers through interactions with experts, peers and also through self-learning with measurable outcome, the HRDC’s mission is to foster institutional change by learning to enjoy teaching, by being ready for knowledge-transmission in a modern world, and by enhancing accountability, coordination, and the delivery of efforts associated with student learning, success, and retention during a lifelong teaching-learning experience. While the HRDC’s mission is to strengthen the teaching-learning process at all levels of Higher Education, particular emphasis will be on activities that make undergraduate education the strongest foundation in the life-building process.
To realize the above vision and mission, and in the true spirit of the Guidelines issued by the University Grants Commission, this HRDC will undertake a wide range of activities, which may include, but not be limited to, the following:
· Continue to provide training to teachers of Colleges and Universities through 4-week Orientation Programme, 3-week Refresher Course and 4-days Short Term Courses that will focus on motivation, leadership, pedagogy, subject-oriented learning, interactive and brainstorming sessions with experts and peers, and a comprehensive self-study process in order that the Foundations of Excellence can be imbibed on the minds of the trainees;
· Conduct evaluations, surveys, educational training, research, and advisory services for the trainees such that they aspire to improve undergraduate and post-graduate student learning, success, retention, and degree completion;
· Sustain previous and current partnerships, and develop new partnerships with individuals, associations, higher education institutions, foundations, policy-making bodies of higher education that share a common interest in pursuing excellence in College and University education;
· Provide unique meeting grounds for the teachers from far and near such that they can share their individual experiences and other professional development activities, establish networking and associational opportunities for the support, professional advancement, and communication of the learning points on a continuous basis as a matter of common interest in achieving excellence in Higher education;
· Serve as the information bank and the transmitting centre for research and other activities in various educational institutions through electronic and other means of dissemination;
· Train the non-teaching staff of Colleges and Universities with the emphasis that their active participation is one of the key-factors in achieving excellence in Higher Education Institutions;
· Interact with select groups of students of Colleges and Universities with a view to propagate the concept of quality in Higher Education and how the students play a most important role in determining the same.
Vision for the future
1. The HRDC will develop its own course curriculum within the broad guidelines of the UGC. This will be done in consideration of
· Needs of the participants
· Revision of Course curriculum of different disciplines, and
· Regional aspirations and requirements with particular reference to cultural, social and anthropological set-up of the population.
2. The practice teaching classes will be made more effective by video recording of the participant presentations and distributing copies to the participants as an aid to self-learning. This practice will also be followed with respect to mandatory seminar presentations in the Refresher Courses.
3. Some classroom lectures, which can be ideal in learning pedagogical skills, will be video-recorded and will be distributed to the participants free of cost.
4. Participants will be trained in preparing resource material for e-learning and will be given the assignment of preparing an e-learning package on a few selected topics of interest to undergraduate students. The best will be selected and will be distributed to a few Colleges for use by the students. The feedback will be utilized to develop more e-learning packages.
5. The feedback system will be made more effective by preparing subject-wise reports based on feedback received from the participants, the Principals and the Resource Persons. A network will be established with the participants and the HRDC will monitor the performance of the participants in their institutions from time to time.
6. In all the courses, the HRDC will emphasize on participatory learning and will encourage the participants to introduce the same techniques in their classroom situation.
7. The HRDC plans to equip itself with training and interaction facilities of world standard with smart board and networking facility in each classroom.
8. The HRDC will continue to act as a unique meeting ground for the teachers from far and near for sharing of individual experiences from diverse environments. The HRDC, apart from its role as a training institute, will also serve as an information bank for all types of information on higher education and research.
9. The HRDC is ready to enlarge its functions by taking up more responsibilities as a training institute for teachers of all categories as envisaged in the report of Yash Pal committee.

vi) OP Outline: The course module is purely multidisciplinary. It is designed to inculcate in the mind of young teachers, who have just finished their formal higher education and have joined institutes of higher education as teacher, a genuine love for teaching through a total understanding of their duties and responsibilities towards their students, institution, peers, and the society at large. These are carried through the general awareness of
· The ancient Indian heritage
· The history of Indian higher education and its spread through the nationalist struggle
· The broad social, intellectual and moral framework of Indian education.
· The journey of scientific development and its impact to the society and education.
vii) Teaching-Assessment: Within the broad area of UGC guidelines participants of OP are experienced with 2-3 sessions on micro-teaching. They are asked to demonstrate their performance in-front of panel of senior teachers for at-least 10-15 minutes which were video recorded followed by critical discussion. The expert panel points out each participant strong and weak points of the teaching along with suggestions for improvement.
viii) Seminar Presentation: Refresher Course participants are required to deliver a seminar lecture on topics given by the coordinator. Participants are encouraged for high degree of interaction among themselves and the subject experts. The performance is evaluated by a panel of senior teachers who finally comments for improvement.
ix) Guidance for Academic Presentation: Both OP and RC participants are given sufficient trained on academic writing such as seminar paper, research paper, PowerPoint presentation, etc.
x) Project-guidance: both in OP and RC, participants are given sufficient experience on research methodology , project formulation & presentation etc.

In Refresher Course in place of Teaching-assessment Seminar presentation is considered, while the rest remains same.
